HIV positive man admits to lewd acts with minors, Davie police say

    DAVIE, Fla. (CBS12) — Police in Davie, Florida arrested an HIV-positive man accused of molesting a teenage girl.

    “This animal victimized a 14-year-old girl that he was having sex with over the course of a few months and two other young boys,” said David Police Sgt. Mark Leone at a news conference Thursday. “We believe there are other victims out there.”

    William Charles Bell, 55, is facing multiple charges including lewd and lascivious acts with a minor, engaging a child in a sexual performance and for failing to disclose he was HIV positive, police said.

    “Mr. Bell has admitted to the police department of having unprotected sex with these children being HIV positive,” Leone said. “Right now, we’re running through the tests of those children to hopefully determine that they are not infected.”

    According to the complaint affidavit, the victim said the intercourse happened multiple times at his trailer in Davie, beginning in August. After telling her mother, detectives set up a recorded phone call between the teenager and Bell. They said the victim asked why he had sex with her, and Bell answered, “You wanted it too, don’t lie. It just happened. I don’t know why. It won’t happen anymore.”

    When Bell asked the teen why she wanted to talk about it, she said that she was upset.

    Bell asked, “Do you want me to go to jail?” before blaming her for wanting to have sex.

    “We were able to take him into custody after he attempted to fight with police while being taken into custody. We were able to seize his phone,” Leone said.

    Police obtained a search warrant and found images in a cellphone app called Keepsafe, known as a photo vault.

    “Multiple images and videos of child pornography, including himself having sex with these young children,” he said.

    According to the complaint affidavit, detectives also discovered Bell has transmitted the virus to a woman about 20 years ago.

    Bell was given a $350,000 bond. If he's released, he’ll be on house arrest and would have to wear a GPS monitor.

    Police have a plea for parents.

    “If your kids recognize this man, please speak to them. If there’s been any inappropriate actions done by this man, please contact the Davie Police Department,” Leone said.
