Should San Antonio ban texting while walking?

The city of San Antonio already has a ban in place to keep drivers from using their cell phones while they're behind the wheel of a moving car. But should city leaders crack down on pedestrians who text while walking?

The idea may seem far-fetched, but that idea is now on the book sin Honolulu. The mayor there signed a bill this week that bans pedestrians from looking at their phones at all.

A fine for the first offense? $35. $75 for a second and $99 for a third.

While it might sound strange, a quick search on YouTube immediately yields a number of videos of people having accidents because they were distracted by their phones.

The bill just signed in Honolulu takes effect in October and would still allow pedestrians to use their phones to dial 911.
